Why a Fresno pool finish doesn't age the way one does on the coast

Put those two together and a plaster surface that might coast to 12 years somewhere mild is a realistic candidate for the 7 to 8 year mark here if nobody is watching the water chemistry.

The Fresno rule almost nobody checks before scheduling a resurface: you can't drain a pool whenever you want. City of Fresno water conservation rules prohibit draining an established swimming pool more than once every three years, with an exception carved out specifically for structural repairs, which is exactly where resurfacing lives. That exception isn't automatic. It requires a Short Term Exemption Application filed with the city's Water Division at least 48 hours before the pool is drained, and refilling it afterward needs its own fill permit. Skip that step and you're not just risking a fine, you're doing the work with no record it was ever legally emptied, which matters if you sell the house or if something goes wrong with the new plaster and you need to drain it again inside that three year window.
